Tiny jointed doll

Tiny doll that came in a box of larger dolls I recently got after they failed to sell at an a estate sale. No wig cap. Jointed arms. The only mark is Germany across the back. He/she is missing a hand and some toes, so I know there's no value. Just curious as to when/what it is. The side eye glance reminds me of a kewpie, but no wings on the back. The dollar bill is for size reference. Any ideas? Thanks!
