Calming Blue Asian Art

I purchased this beautiful picture from a friend. It is quite large being about 3 feet x 1.75 feet in size. It is in a plastic frame. The picture itself seems to be a water color painting on some type of silk cloth. I say this because there are faint brush marks but the paint looks as though it became one with the fabric it is painted on. Any info on what, when or how this is done would be appreciated. I am definitely not an art expert, just think this is so pretty. It hangs in my office.
