victor old teddy felted? plaid age? mystery bear

Hi this is my bear Victor he has a tag on him number 30 he has some woven cloth on him looks to be plaid on his ears stomach and bottoms of his feet is approximately 15 is 16 in tall sitting down and his legs are approximately 9 inches long he's dark brown it appears to be felted material and he has Bells around his neck I don't know who made him or where it came from I'm not sure of his age but he appears to be very old please help me identify victor.....thank you
