I do not know what he/she is dressed as but it is a low quality plastic doll . You don't mention how tall ? Looks much like a Molded Plastic co. doll . Maybe someone here can tell you what this uniform is for ,that might help. Did you look for any marking on back of neck or her middle back area ? I will await your reply after you look ok .

Hi Manikin! This doll is 8 inches doll,.her arms move and she has sleepy eyes that still move,. I have yet to find any markings,.it does seem to me a plastic mold doll. But I am new and learning,.Thanks

OK I suspected he was 8 inch doll but looked much taller against wall :-) . Very common to find in many different uniforms . It is a novelty doll / or Tourist doll what ever we want to call it made by Carlson Manufacturing Minnesota
      Made around 1950s-60's
Carlson Dolls are plastic dolls dressed in a variety of costumes, primarily relating to American history, including numerous Native American Tribal attire and American Period dress, including specific historical figures and Military .
I have seen them dressed in many military suits .
