Hi, thanks for looking.
Unusual tool the markings say ROYAL - C. C. Co Chicago, well made, clearly designed for a specific task but really not sure, any ideas or clues ?

My best guess is the upper portion of a tripod, where the camera or other device attached to, via the screw.
Correct term i was looking for is tripod head.
