      You did not state dimensions.
      This would not be safe for a baby to wear so maybe it was made for a doll if it’s that small.
      Is the snap plastic? How about the thread/cord? I doubt this could be very old— the thread/cord and snap look too clean and new.
      Maybe a jewelry making kit project??
