Unusual size old Cutlery / knife box childs?

I collect these cutlery boxes and imagine my surprise to find this tiny one recently ! I have never seen one this small. It is old. It measures 6 1/2 X 4 1/2 inches. I have a regular size one in the photo to show how little it is. I wonder if it is a toy or salesman's sample. I think it is a toy. I can't find one anywhere else except that website where you pay to see what sold at auction. They say they have one. I just wonder what it's worth .
