Portion of unknown bill - Found in book

I found a portion of an unknown bill in a book from the 1830's. Many of the handwritten notes in the book are from around 1880. I also found on this forum the plates that match this bill- but the discussion there does not have a conclusion of what type of bill it is. (including the link to that discussion as well) Thoughts?
