      It's a man's 'valet'. It was used for a man to hang his suit jacket, and place miscellaneous 'stuff' in the tray- coins, keys, cufflinks, etc. It also has a shoe rack at the bottom.

      My guess is the flat piece on the top is for him to fold his dress slacks over. My dad always had one of these in our home.
