Grandmas Estate #5

This was given to us from my grandmothers estate. Appears to be a bowl or dish with a bird and flower?? The sticker on the bottom says "Ucagco Ceramics Japan. We have no idea what it is, where it came from or what time period. Any help would be greatly appreciated.
