VENNER TIME SWITCH CASE?

Picked up at an estate sale simply becuse it was interesting. We've had it for over a year and cannot find any definitive information on it. Can anyone help with identifying this piece and possibly an approx value? Measures approx 18" tall WITHOUT the heavy handles.
