It is not for the Coast Guard. "CG" would have stood for City Guard or possibly a named town that began with a "C", such as Camden Guard. I am not identifying this to Camden Guard, just using it as an example.
Backmark dates from the 1850s- 1870s.

One of my references says Horstmann Bros & Allien buttons are 1852-1877. Buttonista may have better info.

Albert and Tice have identified a SIMILAR button to the Boston City Guards. That button has the motto "Semper Paratus" on the face as well as the eagle and "CG".
The omission of the motto on YOUR button may indicate it is from another City Guard or a named "C" Guard.

I agree this is not a coast guard button..could be a centennial guard or city guard
it could be a stock design for any centennial or city as the cost being much lower for entities to order than special die buttons with their city or whatever name spelled out
according to my backmark book (which has many different HORSTMANN b/m your dates it 1850
