      Looks like one of the no name lures from the 1950's, sporting goods stores were loaded with all kinds of off brand lures. About the only way to know who made it, is to find one in original packaging.

      The lure in question is a P@K Whirl-A-Way 1940 era
      I have one thats identical. value w/box is maybe 15.00
      unfortunately not much interest in these lures even though they are listed in all the ref books.
