      Looks Inuit to me. Can't tell by pic if walrus "ivory" or bone. Bone will have a grain to it that is porous (normally).

      I assume then that it is walrus or possibly mammoth as I don't think elephants were ever indigenous to the Arctic. This is assuming it is Inuit.
