      All I can tell you is that it is identical to the badge I had on my beret when I was in the Royal Navy, which was 1990. Possible the same design was utilised for many years so doesn't help with date, sorry.

      I would say this is more likely a modern Royal Nayal beret badge (just like I wore on my beret). As far as I can gather the WWII merchant navy would have had a rope loop with a crown on top and the letters 'MN' in the loop. Hope this helps you in some way.
