    Recently obtained this from an estate sale. I would love help identifying. The red paint has worn off on the bottom of the tool but not the top that can be seen in photo. No markings. Approx. 12-14 inches in length.

      Appears that it holds a strip of sandpaper from a narrow belt sander so that it can be used to sand by hand. Does the spool have a friction lock or other type lock ?
