I do not know the origin or era of this device. It claims to be a dummy in both German and English. No other writing whatsoever.
I believe it is a inert version of a warning flair designed to launch upon an intrusion.
The plug appears as though it can function as both "male" and "female" so that it can be rigged as part of a chain. (Much like Christmas tree lights.) The "cork" is made of styrofoam. The interior contains a cardboard tube. The cord goes into the center of a piece of semi-opaque plastic. The bottom is closed such that the olive drab plastic is a one-piece cup.
West German? NATO? Is it even a flair? I don't believe it is very old but it has me puzzled.
Blindmuster is the German spelling meaning dummy.
That is a very strange object this blindmuster would be tempted to plug in. A conversion adapter should be available locally for you. But I would check if it said the voltage it uses first.

If I find someone that answers to "Blindmuster" I will have found my volunteer to plug it in.
I even thought about it being the fuse for a rocket. That would explain the wire but it is coming out of the wrong end. I need suggest this go back to military as I found it in a cartridge collection along with 20mm, 30mm and 40mm shells. Not exactly hardware.
