Have been looking for info on this item for six years without any luck. I noticed a vase on this site today adorned with the same dragon winding around the body of the vessal. the object has a rough matte finish though the dragon is smooth with a sheen. There is wear at the top in one area. No marks anywhere on this item other than the dragon and what looks like puffs of smoke or clouds. The size of the spout caused me to wonder if it might have been used to carry oil. this item is
4 " from base to rim
    3" across base
    2" across rim
    16" circumference
weighing 1lb 6 oz and yes it is hollow inside!

Based on it's size it's a good candidate for a calligraphers water dropper. See these:
