    Absolutely no idea what this is for.
    The main blade measures around 2.5 inches, closed it is around 3.5 inches.
    Plastic and very thick scales, a small hole through the side a third of the way down is (I think) where the spring is held.
    The other two tools look like spanners on the end, but what the two strangely shaped cutouts are for is anyone's guess...
    The blades all lock in place using the broad spring, which can be seen partially to the right. All can lock in place at the same time, or separately.
    The main blade looks sharp in the picture, but is ground only on one side and flat on the other, and is naturally blunt with an "edge" a millimeter wide.
    I haven't a clue what this is for, it may indeed be for scratching your head! ;-)

      Could be for the valves on oxy-acetelyne tanks. Best I can come up with right away.
