      Seems to be a tie down strap for either the Railroad or a Heavy Machine, The solid end would be over the rail or machine to be clamped down, Most likely a railroad rail.

      I see where you're going, PP, but why does it say "Install with a soft hammer"?

      I was told it is a tooth to a small backhoe.

      Could be a pin or tooth, I think the soft hammer is to avoid a chip flying off and taking an eye out, But the hammer comment fits better with the tooth or key pin then it does with a tie down.
