      I would say with those labels on, its pretty new!

      Labels are in 3 languages so I don't think necessarily means new, the blue mark makes me think could be an old plate, modern chinese porcelain in generally are marked made in China

      you`r right it`s new , discovered it`s made by the Yong Sheng Decorative Porcelain Factory, Hong Kong c1960s. thanks
