This is about 2 ft long made of iron. The saucer/base has a little spout on it to pour something. Any help would be appreciated!

It strikes me as something that might have been used to skim the 'crud' offa the top of something else held in a vat or tank of some kind...maybe for use in a foundry with molten (soft?) metal ?? Where was it found??
It was found at a garage sale...I bought it to use as a bird feeder. Thank you for your comments Anything Obscure.
