Picked up this old tool that I'm unsure about what it is. It's 8 inches long and heavy. Any ideas what it was used for?

Maybe a knot tying Aid?
Hmm..interesting. Could be.
For holding a cone shaped string spool?
how about a knife or file sharpener attached to the vise? very interesting one.
I'm leaning toward a spool holder of some type.
