4.5" tall Cast Iron Santa - Is it a Hubley?

I fished this out of a trash bin. It is a 4.5" tall cast iron, enamel painted Santa in attractively worn condition. He holds a doll in his left arm but I cannot tell what the blue item is in his right pocket. I cannot find a maker's mark nor a photo online for this figure. It looks like a Hubley but how can I tell? Thank you.
