Boucher Brooch marked Arrow with Hearts or Clock Hands Emerald green stones Help in dating

Hi, Was wondering if I could have help with this brooch. I'm not really familiar with Boucher. I found this today at a sale. It looks like clock hands to me, but I guess could also be an arrow. Have researched and found nothing similar. It is also marked patent pending and has the number 5538. Would love to know when it was made. Also is this rare since I can't find another example.
