Soakies were bubble bath containers in containers based on cartoon characters popular in the 1960s. Must have been complex licensing as they had figures from several different studios. Not sure which did Alvin and the Chipmunks, I think it was an independent production.
These are the large size Soakies. In photo 4 there is a smaller sized Alvin. In photo #3 are the instructions which is to use 2 capfuls per bath. The cap would be the cap on the small Alvin's head. The others have the cap under their removable heads.

Alvin & Theodore are super adorable, the Soakies must have made kids bath time alot of fun
