Great item, I cannot date it exactly, but I can tell you it was made prior to 1962.
I used one of these when I was stationed at 29 Palms, California m( Near Palm Springs) with the U.S. Marines. I cannot remember if it was the same company or not. We had to wear it across our shoulder any time we were outside, due to the high temperatures. We would wet the bag down with water when we filled it to help keep it cool. I also think our rope handle was longer. This was back in1980. That really does not help date it or anything, but it did bring back some old memories ! Wish I could find one, but I have not seen one since then ! Great find and thanks for sharing ! Thrifty Gypsy
I have sold a number of these in recent years. They are really popular with the rat rod crowd. They were made with a array of advertising and images, some of the most popular be indian logos. I have only kept one, with the image of Mt Rushmore, for the Black Hills Tent and Awning Co. They probably date to the 40's and 50's. I remember my Dad using one on his Willys in the 50's.

Being that it's JC Higgins, I imagine that they were possibly sold though Sears.
