Whoever told you it was a Chein may very well have been right. There was a toy maker by that name that made everything from tin. They tried to change over to plastic materials etc. when they came out. That would have been around the early 1900's. I don't know much about the company except that they did make toys etc. Sorry I couldn't contribute more.
This appears to be cast metal, chein was noted for tin lithograph toys. any numbers or marks on the bottom? I would guess circa 1920.
