I bought this at an auction this week-end for $7.oo!!...didn't think it was super special till I took it out of the little box and relized the bands are sterling silver (anchor halmark ) along with a few other marks..and the tip is made of amber...officially one of my favorite pieces!!..only thing I am not sure of is what the stamp on the box stands for ..or what year this may be from ...would love to know more!..xoxoxo

Lucky you, surprises are always nice, it's hard to make out the image of the stamp.
I'd say it is a retailer's crest. The anchor gives away the location: Birmingham in England. Look carefully at the marks and consult the list at top right here to give you a date:

There will be a letter to give the year when it was made.
There will also be letters in a box/oval that will be the maker's mark.
Consult the same page to find the maker.
For example if it says GU look under "G" as in the example give.
