I have seen a few of these and have no idea what they were used for. Are they cement stamps? Clay stamps? This particular one has a floral design made from folded metal strips. The whole thing is metal and has a metal handle. Any idea of what it is would be great.

I think you may be right. It looks like a imprint design for patio pavers.
Ones I have seen and used that are similar were for pressing a design in anything from a plaster wall (real plaster), stucco and or concrete. There are also ones made for stamping out mastic on a floor so tiles can be set with exact spacing.
