This strange little cup almost matches a Kitchen Kraft Ovenserve bowl I have. It's 2 1/2 inches tall by 3 1/2 inches by 5 inches, oval. I'm intrigued by the two handles. There isn't a lip for a lid or anything and no markings on the bottom.

Many older dinner services had boullion cups in the set. They usually had a saucer with them and were used for clear broths.

now I'm tempted to try to find a saucer...no idea who the maker is though...

I was finally able to purchase a set to go with this. It's from Clements pottery in Michigan
