Found this in a local shop. The pictures say it all. I really don't know how to describe it other than to say I remember seeing these for sale in adds in the back of magazines.

I remember those adds. I bought one of these from a gun catalogue in the early 70s when I was barely a teen. Shortly after it came in the mail, I smacked it down on a table top so hard that the head separated and the lead shot inside the head flew out. I'm sure the police ones were made better. Funny that back then anyone could buy these. Here's some neat info about blackjacks:

Yea!!! And the beauty part IS...all you have to do is zap just ONE of the neighborhood kids and you'll see how fast they form an orderly line, and extra sprinkles...pffft, a thing of the past lol
