This is a 2000 issue "Poliwag" spinning toy top promotion from Kellogg's.

** Poliwag is a Pokemon character from a Nintendo game. It resembles a blue, spherical tadpole. It has large eyes and pink lips. There is a black and white swirl on its abdomen, which is actually its internal organs showing through its semitransparent skin.
