Does this DACHSHUND with a Tam Have a Name and What's the purpose.

We've had this little 2 1/2" long Green plastic Dachshund for as long as we remember but we never thought that it might have been made for a purpose. Someone suggested it was a candy container, another said it was a Sewing Case and still another said it was for storing leads for pencils when we showed it to friends recently. It is made of heavy soft glowing pebbly plastic and comes apart to reveal one empty section and the other section is divided in two. Was he a known Comics Character? Thanks everyone. RER(BOB)
