Haviland Charger Hand Painted Roses, Raised silver dots and gold trim?

Im looking for some information as to about when this was made and what its value maybe. I know its old as it was passed down from my mothers grandparents, or so they say.

The rose painting is beautiful and I have not seen any other plate like this from Haviland. There is a raised dot scheme going on where the blue paint is which gives it a texture. I am not sure this is porcelain as there are circular marks on the bottom of the plate as if it were pottery.

Anyone have any ideas or insight I would be very greatful!
