Still cleaning out my parents house. Findling very interesting antiques which probably belonged to my father's uncle who was born in 1889 in England.
I believe this is a tool used in buckling spats.

Sorosis Shoes was a brand made by the A.E. Little Co., Lynn, Mass. - their name shows up around the early 1900's (earliest I could find noted was 1898) - shoe button hook - I believe you have the same handle grip pattern as mine but mine was from a different shoe company. Your handle appears to be longer than mine too.
