    Made by Rotring in Germany. They make ink pens and drafting instruments. I cannot find this listed on their website or on the internet.

      Thank you for the information!
      It appears that an isograph needle stylus point threads into this holder. What's confusing is you can only make a very small ink circle. Maybe 1/2” (if that) or less.
