1960 or 1970 table lamp?

Not sure who made this lamp or when it was made. Would anyone have any idea who or when it was made? When I bought it the shade was covered in black dust. It has two settings bright and dim. The lamp shade swivels side to side. Also you can adjust the pole up or down. I call it the ''Pelican" table lamp. On the cord it says SPT-1 E42907 Pacific CSA POT-1964 105C.
