Not familiar with this brand of tea, but I have had several of them over the years. They were made to dispense ice tea in small cafes and restaurants. You are missing the base it sat on It would look like a upside down crock with the same glaze. This would raise it high enough to get a glass under the spigot.

Hall China made a Larger Lipton Tea pot like this one. It had a lid and a base, but it was MUCH larger than this one. Might do some research under the company of Hall China...
