Need help identifying this (possibly) flow blue

Hello, I have a small bowl that I need help identifying. It appears to have a #4 on the back.
I also have a plate with the same pattern that has a #7 and letter F on the back, (but not right next to one another).
I have seen similar prints online, but am trying to really find the exact year and maker if possible.
