      Here's what I found, Joseph G Schmidt of Philadelphia, PA received a patend on a weighing-scale on March 11, 1890. The patent number is 423,183. He then assigned the patent over to Henry Troemner,Inc Philadelphia, PA.

      The paper label is just for the weights.

      ttomtucker, thank you for your input, I did look at the pictures for that patent, the hardware on the inside doesn't look like the drawing for the patent. But thanks for the info.
