Grandmas Wood Rocker Chair

I got this for free yesterday by my home from a lady who was cleaning out her place. This was outside on sidewalk and lady was bringing more stuff out.
It looks like the bottom seat wood piece was replaced, also I think the springs are made by Seng.
This is called a platform rocker right ? Anybody know where,who, what, when this was made etc ?
