Barber bottle or Oil lamp

Beautiful mouth blown bottle. I don't know if it's a barber bottle or an oil lamp. The latticino cane glass is lovely. I found this at a resale shop in an area that has many affluent people. Looking for some help to identify the date and purpose of the bottle.
