Belleek Parian China plaque - 7th mark

I don't remember where I got this, but it was a while ago. This was made between 1980 and 1992.

I haven't seen many of these and I wonder if they were made for the general public or more as something they give only to their retail partners.

The letters are gold with a gold stamp. It is 8-3/4" wide at the bottom and looks to me like a shell.
