    Have no idea what year. Says "Proto" on the ratchet head. A old mechanics brake line bender? Tube bender of some kind?

      I thought it was a tubing bender with a Proto ratchet , but what you have is a VINTAGE BELL SYSTEM LINEMAN HAND TOOL, CRIMPER/SLICER. I know, cause it says so right here, LOL:
