Need help, can you help me with the signature?

This is an original water color that was trapped in the dirtiest frame and glass that was in an auction lot, and in all seriousness I almost threw the extremely nasty framed Picture away, but my better half laughed and said, open the frame could find some hidden money. I was shocked to see this very nice water color that was trapped within.

Does anyone know where a novice like me could find out a way to decipher the artist's signature? Or know of a place that can help me?

I have received so much help here that I've got my fingers crossed that someone can help get me on the right track.
