the reality of this translation could change many lives

I was presented with this news paper clipping very recently and am unsure of its translation from mandarin to English
Can any one help please
My parents traveled to China in 1949 as Missionaries
They were able to leave in 1951 after what I believe were years as prisoners under the authority of Mao.

This I believe was printed in 1951 - for what reason I am unsure
