I got this set from a church sale I believe they are gold has 1 diamond each,has what look like pat app 22,another name,Nov 15 81,there's also a name look like hughes but not sure can anyone tell me are diamonds made in gold plate I don't see a gold mark,there's also a mark look like a fish not sure.
Take these to a jeweler and have them tested for gold content. It's possible that they are gold filled rather than gold.
The jeweler also has a tool to test the stones. Can't tell you if they are diamonds just by looking at a photo.

I don't know what is this O, are you sure it isn't a worn mark in a circle?
The Carter Gough mark is only the C/arrow head as on this link :
