I need help with identifying this pattern. This is a 10 1/2" clear glass bowl with a polished pontil. I thought it was Heisey Ipswich, however, was told no go. Thanks for your time and expertise.

Your plate is Fostoria. The pattern is called Victoria. This is the first pattern that the company made when they started the plant located in Fostoria, Ohio, where the company got its name. They later moved to Moundsville, West Virginia.
The Victoria pattern dates to the 1880s, and features pieces typical of the day: cream, covered sugar, spoon holder, toothpick holder, covered butter dish, syrup, pitcher, tumbler, relish dish, rose bowl, and others. Choice pieces include the fairy lamp and the sewing lamp. Many pieces will have PAT'D in raised letters on the base. It is said to be a 'knockoff' of Baccarat's Bambou Tors pattern.
