Early 1900s (late 1800s?) doll pincushion

This doll pincushion and tape measure belonged to my 2nd great-grandmother, who lived in Baltimore, MD from 1867-1918. It says made in Japan on the sticker on the bottom. My grandma had it in her basement and my mom just found it this weekend!
